BU Manager: Strategic Procurement Management

Main Job Purpose

Engage in procurement, setting procurement strategies, driving cost savings, improving terms and conditions, and assisting in optimizing operational support. Hands-on operative capable of immediate action and prioritizing multiple projects. Responsible for supporting the procurement team and stakeholders in the supplier selection, contract negotiation, vendor management, and requisition to purchase order review process across a broad range of spend categories. Supporting the procurement team, cross functional partners, and stakeholders with obtaining bids and proposals, negotiating final contract through signature execution, and any other activities related to supplier management, such as service, invoicing etc. Review and approve requisitions from stakeholders for compliance with Diopoint’s procurement policies and process, including but not limited to, preferred vendors, competitive bidding, and contract terms.

Minimum Desired Qualifications

  • National Senior Certificate (Grade 12) 
  • Bachelor’s degree in Business Administration or related field

Minimum Desired Experience

  • Minimum of 4-7 years of leadership experience in procurement, setting procurement strategies, pricing, bid/ tender management and driving cost savings.
  • Knowledge of Public Procurement Contracting and Tendering principles, including PFMA, PPPFA and BBBEE.
  • At least 5+ years relevant enterprise ICT (Servers, Storage, Backup, End User Devices) technical experience 
  • At least 5+ years in Sales
  • At least 5+ years in Vendor / Supplier Collaboration
  • At least 5+ years in responding to tenders

Responsibilities and Accountability

Procurement

  • Supports procurement function and maintains all aspects of purchasing, negotiations, strategy, tool, and process implementation for procurement related to products and services
  • Negotiates favourable contractual terms and conditions with suppliers
  • Delivers on cost reduction commitments through the identification, development, and execution of strategic sourcing initiatives.
  • Develops, implements, and maintains procurement policies and review on a regular basis to ensure relevance and conformance with best practices and ensure compliance with internal and regulatory policies
  • Assist with suppliers and involved departments to resolve procurement-related problems and issues
  • Familiarize with and utilize database of each preferred supplier, capabilities, and industry dynamics
  • Assist in maintaining relationships with vendors and communicates opportunity identification for new services
  • Perform purchasing functions such as negotiating contracts, pricing, making purchases, and establishing service agreements with suppliers and vendors
  • Derive savings via volume, recurring, and pre-negotiated arrangements
  •  Ensure suppliers are compliant as per supplier selection requirements

Tenders/ Bid

  1. Ensure accurate submission of tenders on behalf of Diopoint – this includes reviewing, responding and monitoring bids. 
  2. Ensure that bids are created and completed- bids/estimations/quotations based on customer specification or customer requirements/budget in order to achieve both market competitiveness and high margin for the company. Ensure end-to-end successful and fully compliant delivery of tenders.
  3. Liaise with all Partners and Support Services to ensure relevant information is up to date
  4. Do write ups about the firm and its services.
  5. Ensure credibility and accuracy of all tender proposals and quotations submitted
  6. Interpret client queries and respond professionally
  7. Analyse tender requests and identify specific requirements
  8. Develop an understanding of the specialist ICT and Electronic Security Sector – writing styles, language usage, etc.
  9. Write engaging opening sections to tenders, delivering the skills and benefits of working with Diopoint
  10. Manage timeous review, signature and delivery of tenders
  11. Manage database of tender awarded
  12. Monitor and ensure that the tender and legal requirements impacting the tender process are maintained
  13. Ensure proactive interaction with clients following a tender award
  14. Monitor the financial impact of tender awards
  15. Track contract deadlines and renewal dates
  16. Provide administrative and technical support (technical information and explanations) for RFIs, RFPs, RFQs and other sales related activities
